Enforcement shall be concentrated on the following individuals:

Persons convicted of a felony or “aggravated” felony
Suspected terrorists
Convicted gang members
Persons apprehended on the border
Persons convicted of 1 serious misdemeanor (DUI, burglary, domestic battery, firearm offense,and all gang related criminal offenses)
Persons convicted of 3 or more misdemeanors
Persons who have not been in the U.S. since January 1, 2014, or have a deportation orderentered against them after January 1, 2014
